Woodbine casino fined $120K following allegations of cheating by dealers

The agency that regulates gambling in Ontario has issued a $120,000 fine against the Great Canadian Casino Resort Toronto following allegations of cheating between dealers and a group of casino patrons.

The Alcohol and Gaming Commission of Ontario (AGCO) says in March 2024, the Ontario Provincial Police Investigation and Enforcement Bureau charged five people after allegations that two dealers had engaged in a cheat-at-play scheme resulting in almost $20,000 in winnings paid out in less than one week.

A subsequent compliance review by the AGCO confirmed that dealers were intentionally exposing cards that were supposed to remain face down while dealing, inappropriately overdrawing the dealer’s cards, and issuing overpayments on winning hands.

The AGCO concluded the casino’s surveillance and supervisory pit staff failed to detect the cheating and failed to follow the proper audit procedures aimed at preventing this type of scenario.

“Ontario’s registered casino operators have an obligation to ensure the integrity of gameplay in their casinos. This includes a responsibility to detect and prevent collusion and cheating,” said AGCO CEO Dr. Karin Schnarr. “The AGCO will continue to monitor and take all necessary steps to uphold the integrity of gaming in Ontario’s gaming sites.”

It’s the second incident involving allegations of cheating by dealers at the casino.

The casino can appeal the decision to the Licence Appeal Tribunal.
