“I don’t know if we can have 21 days of solid testing right now with the existing line, let alone adding the entire east extension,” Tierney said in a statement. “What happens if we are unable to achieve 21 days on the complete line? Based on what we’re seeing right now, I don’t see how that’s achievable.”
