Why do paid police suspensions last for years?

“Sadly, police disciplinary matters can stretch on for years and years, and the public gets frustrated, of course, because these police officers haven’t done any work for years,” says Gregory Brown, a professor at Carleton University’s criminology department. “Police officers aren’t stupid, right? If it looks like you’re not going to be going back to work — you’re either going to be dismissed or ordered to resign — it’s in your best interest to string it out as long as humanly possible.”
