Ottawa offers $2.5-million to Indigenous communities that buy into Trans Mountain pipeline

OTTAWA — Finance Minister François-Philippe Champagne says a  payment to Indigenous communities that take an equity stake in the Trans$2.5-million Mountain pipeline is about making up for delays in an agreement that is long overdue.

Champagne confirmed the proposed payments Tuesday following a report in the Globe and Mail, while dismissing any suggestion that they were meant as bribes to the communities.
