“That just seems so obvious to me,” Saravanamuttoo said earlier in the night. “If you look at our the code of conduct that the City of Ottawa has, that council has, it’s very clear that councilors must avoid any conflict of interest, real or apparent. And I cannot imagine anyone saying that accepting a developer donation and then voting on their file is not a conflict of interest, real or apparent.”
