OTTAWA—Despite weeks of cross-border meetings, the creation of expert councils, and the swift implementation of a $1.3-billion Canadian border security plan, U.S. President Donald Trump made good on his punishing tariff threats on Saturday, with Canada following suit just hours later.

“We don’t want to be here. We didn’t ask for this. But we will not back down,” Prime Minister Justin Trudeau told reporters on Parliament Hill late in the evening.
