OTTAWA – Prime Minister Mark Carney says the core of his government’s strategy in the coming November budget will be to spur “unprecedented” investments in Canada.
His remarks, in a prepared copy of the speech Carney is delivering to a crowd of students at the University of Ottawa, set the stage for his first fiscal plan that will be presented to Parliament next month.
