Usually, Blais said, committee and debate stages would be when MPPs raised concerns emerging from their ridings, such as opposition from municipal governments, before legislation is voted on. But with Bill 56 and 60 both time-allocated and fast-tracked in the legislature, he said there had been little opportunity to escalate municipal opposition.
