“Ottawa is an outlier,” she said. “We’re looking at Toronto, Vaughan, Oakville, Montreal. A lot of municipalities have already worked on bylaws that regulate mammalian wildlife feeding. They have exemptions for things like bird feeders. They have exemptions for fishing, research and authorized wildlife control.”
