SIU invokes mandate after Rockland man charged with impaired, assaulting officer

The Ontario police watchdog has invoked its mandate after a 27-year-old Rockland man was arrested and charged with five offences, including impaired driving and assaulting a police officer.

Officers from the Russell County OPP detachment, at about 9:45 a.m. on March 20, responded to reports of a vehicle travelling at a high speed in an unsafe manner, police said in a news release on March 24.

It was believed the vehicle had been involved in “multiple single-vehicle collisions” before police located it and safely brought it to a stop.

The driver suffered an injury while being arrested, police said, but they provided no details on the type of injury or its severity.

Jerome Morgan was arrested in Rockland and charged with assault peace officer; resist police officer; operation while impaired — alcohol and drugs; operation while impaired — blood alcohol concentration (80 plus); and fail to remain.

Morgan is to appear in a L’Orignal courtroom on June 3.

As of March 24, the Special Investigations Unit had not released a report on the incident.

The SIU is an independent agency that investigates incidents in Ontario involving police officers resulting in death, serious injury, allegations of sexual assault or the discharge of a firearm at a person.

In their release, the OPP asked anyone with information about the incident to contact the Russell County OPP at 1-888-310-1122. They said those wishing to remain anonymous could contact Crime Stoppers at 1-800-222-8477 (TIPS) or ontariocrimestoppers.ca .
