Homelessness and addiction are growing challenges in towns and cities across the country, and the ByWard Market is one of Ottawa’s hot spots. In the debate over which should come first, getting clean or finding housing, the Alliance to End Homelessness Ottawa advocates for housing — specifically, affordable, non-profit housing, including three-bedroom units for families. “When we provide the right supports, people do better when they are permanently housed,” said Kaite Burkholder-Harris, executive director of the Alliance, speaking at a panel discussion during the fall edition of Ottawa Architecture Week. As for the wisdom of giving money to panhandlers, she urged empathy. “If you don’t want someone to spend money on drugs, don’t give it. If you want to give money, give it with freedom and no judgment.”
