“Contextual value is found in the building’s location on Richmond Road, which played an integral role in the development of the small, rural villages west of Bytown, and later Ottawa as the main highway into the city,” read the Heritage Impact Statement report. A statement report is an “arm’s length, independent study” that determines the impact for a proposed development on cultural heritage buildings, according to City of Ottawa website.
