“Our goal is to respond to the person in crisis, so, if we talk about encampments, our goal is not to respond to the existence of the encampment, but, if someone is in crisis, like their concerning behaviour in an encampment,” Cox said, adding that ANCHOR responded the same to public drug use. “The fact that they’re using drugs in public, that’s not a crisis by our definition of a crisis.”
