The inquest into the June 3, 2017 death of Raymond Alliman is mandatory under the Coroners Act, according to Ontario’s Office of the Chief Coroner, but it was first announced only in October 2025 and was postponed at least twice since then before being rescheduled for Aug. 10.
The proceedings are scheduled to begin at 9:30 a.m. for the first of what is expected to be six days of hearings with testimony from seven witnesses. It will be conducted by video conference available for public viewing.
A news release from the chief coroner’s office said Bonnie Goldberg would be the presiding officer and Robert Kozak would be the inquest counsel.
At its conclusion, the inquest jury may make recommendations aimed at preventing further deaths.
Ottawa Citizen reporting at the time said Alliman had been identified as the suspect who first shot and injured another man, Bun Sim, before shooting and killing Sim’s friend, 43-year-old Terrence Phillips, early on June 3, 2017.
Ottawa Police Service Const. Aaron Reichert made an initial, unsuccessful attempt to arrest Alliman from his vehicle before Alliman entered a parking garage on Murray Street in the ByWard Market.
There the two men exchanged gunfire.
Reichert, who to that point was still the only officer at the scene, fired nine times, according to a report by the Special Investigations Unit, the independent oversight agency for police services in Ontario.
Alliman was struck. Reichert was uninjured.
