Newfoundland and Labrador Tory leaves party as debate about Quebec energy deal begins

ST. JOHN’S – A four-day debate about a draft energy agreement with Quebec began with a member of Newfoundland and Labrador’s Progressive Conservative party crossing the floor.

Keith Russell told the legislature in St. John’s, N.L., that he would now represent his Lake Melville district in Labrador as an Independent member, but he did not say why he was leaving the governing party.
