“We’re victims of our success,” says Nolan. While Chelsea’s population was about 4,000 when he moved there three decades ago, it’s now more than 8,000, thanks to housing developments such as Hendrick Farm, the Meredith District and Chelsea Creek. The moratorium on new homes is to lift in two years, and in a decade, the population of Chelsea should be around 15,000 people, Nolan says.
